The statutes
The Common Gaming Houses Act 1953 and the Betting Act 1953 do the heavy lifting. Both are built around places: premises kept for gaming, betting houses, bookmaking carried on somewhere you could walk into. A statute written about places has no way of saying where a game is happening when the software runs on a server in one country and the player is on a phone in another, and that silence is what people argue about. Malaysia also applies syariah law to Muslim citizens on gambling, administered by each state. That runs on its own track, and your state religious authority is the body placed to answer on it.
